For anyone who has spent time in France, the French are bound to be seen as are an enigma. They are snobs about culture, assuming that everyone should admire the Impressionists and Baudelaire; yet they laugh uproariously at Jerry Lewis’s pratfalls.
They assume Americans are like out-of-control cowboys, but the French drive with sheer abandon. The French are supposedly great lovers, but that is hard to imagine since garlic is a staple in their diet.
On matters to be taken seriously, the French are confusing. At the P5+1 meetings the French representatives have taken a relatively hard line vis-à-vis Iran. Secretary Kerry has been surprised by the French recalcitrance. He should be, since the French have shown only a slight willingness to bear the burden of European defense.

France considers itself to be the heart of Europe but from an economic standpoint its socialist policies have been disastrous. Capital flows out of the country seeking a safe harbor or a less onerous tax rate in Belgium. Tourism flourishes because France has the relics of the Middle Ages and Rome, the lights of Paris and the wines of the Ardeche.
This south of France is romantic, but entrepreneurial activity is at a standstill. To the horror of Frenchman, Germany is the only European nation with genuine economic heartbeats.
France is a giant museum. Yet it does manufacture a first rate fighter plane in the Mirage and its successors. It has been said that the French Resistance during World War II was an oxymoron. Redistribution of wealth has a marvelously egalitarian ring to it. The problem, of course, is that when the wealthiest and most productive segment of the society is unwilling to pay at a 90 percent tax rate and leaves the country, there is simply less to distribute. This is the French dilemma. The other side of this dilemma is that the most talented among the young want to be part of the government bureaucracy where the rewards lie, rather than the private sector.
Yet how does one not enjoy France? The food is an epicurean fantasy; the sights are breathtaking and aside from Parisians, the people are wholesome and kind. To be on the Rhone slowly drifting down the river is to experience a slice of heaven. I feel I know what inspired Cézanne. Sunflowers smiled for Van Gough. The soupe de poissoń a peasant dish – has emerged as a gourmet treat.
Yes, the French can be insufferable, but thoughts of heaven invariably gravitate to the best of France, to long sunny days with the Mistral sending winds across the bedroom.
The French need help; they must be saved from themselves. But in a world increasingly homogenous, there is something to be said for Chauvin. Of course, “vive la France” is a cliché, yet clichés have a place in an enigmatic country.
There is no 'dilemma' that the US military should be thrown out of Europe too.
The 'parliamentary' democracies of the US, UK & OZ (along with all other NATO 'democracies' like France, Israel & Turkey et al) are distinguished from true democracies by the fact a 'parliamentary' democracy assumes legislative powers over civilian society's rule of law it does not have.
