US SOLDIERS 'ARRIVE' IN TURKEY IN BREACH OF NATO 'SOFA' AGREEMENT TO 'TRAIN & EQUIP' SYRIAN TERRORISTS WHO HAVE NO LAWFUL AUTHORITY OF ANY KIND (02.05.2015)

A 'Memorandum of Understanding' under NATO's 'SOFA' alluded to by the US & Turkish governments and repeated by 'news' media, to 'train & equip' Syrian terrorists in Turkey is very obviously not worth the paper it is written on, since the US & Turkey have no legal standing in Syria, while their Syrian terrorists have no legal standing to enter into 'agreements' of any kind, with foreign governments.

The US and Turkey are really trying to get the European military arm of NATO on board, which really is a non starter, not least since NATO has no legal grounds to breach the sovereignty of Syria.

in legal terms all the armed syrian 'opposition' have always been terrorists

The British 'Defence' Secretary made a far vaguer and quite sudden 'announcement' when they shut up shop for elections on March 26th 2015, which they have subsequently not backed up with any legal grounds.

The British government specifically did not cite NATO or any memorandum of understanding, but instead only mentioned a US-led 'program'.

26.03.2015 FAO BRITISH CABINET OFFICE & FOREIGN OFFICE: BRITISH GOVERNMENT TRAINING OF SYRIAN TERRORISTS.

The British government have not produced any legal grounds to train Syrian terrorists in Turkey, because there are none.

The 'train and equip' ruse is about wanting the European arm of NATO to stand alongside the US & Turkey to invade Syria.

Many governments have been covertly training and equipping Syrian terrorists, who have failed to overthrow the Syrian government, so 'NATO' are flailing around to try and find a ruse they can sell to overtly launch a ground invasion of Syria.

This is why there was babble about trying to declare Idlib the Syrian 'Opposition'...'capital', in much the same way the US are trying declare two new 'countries' in Iraq !!

30.04.2015 THE US ‘DEFENCE’ AUTHORIZATION OF WHO ‘WANTS TO BE A MULTI-MILLIONAIRE’ TERRORIST ‘ACT’ 2015 INVENTS KURDISH & SUNNI 'COUNTRIES' IN IRAQ

There is not a hope in hell in this day and age the garbage in the US 'Defence' Authorization 'Act' could be washed through the nevertheless obsequious UN.

In legal terms, the US & Turkey overtly training and equipping Syrian terrorists is exactly the same as the US and Turkey doing it themselves, which is precisely why we have already objected so strongly to the British government, about European arm of NATO being involved.

The 'problem' for NATO is there are different legal jurisdictions involved, in the sense they know they will get a legal challenge from us in Europe if European countries are involved.

Some 123 U.S. soldiers arrived in Turkey as part of a program to train and equip the putatively moderate Syrian opposition, along with weapons that are being transferred to İncirlik Airbase in the southern province of Adana.

Eighty-three of the U.S. soldiers have been deployed at İncirlik Airbase, while 40 of them have been transferred to the Hirfanlı base in the Central Anatolian province of Kırşehir.

A special group of U.S. personnel at İncirlik has been tasked with equipping Syrians. The program, agreed by Ankara and Washington in February, was delayed twice due to disagreements between Turkey and the U.S. on whom to train.

The Syrians who will be trained at Hirfanlı are expected to be transferred to the southern province of Hatay where they will be equipped with necessary briefing for the use of arms, including anti-tank weapons, infantry rifles and machine guns, before travelling to Syria to join fight against the Islamic State of Iraq and the Levant (ISIL), according to sources.

Concerned that radicals could infiltrate the trainees of the program, Washington chose to determine a broad group of Syrian opposition members on its own intelligence information, with the option that Ankara could exclude any rebels from the training program.

According to a memorandum of understanding (MoU) signed by U.S. Ambassador to Ankara John Bass and Foreign Ministry Undersecretary Feridun Sinirlioğlu on Feb. 19, Ankara will provide an equal number of trainers to work alongside their American military counterparts.

İncirlik Airbase has been subject to intense negotiations between Turkey and the U.S. for months as Ankara was reluctant to allow combat operations against ISIL from Turkish territory. Ankara avoided becoming a fully fledged part of the anti-ISIL coalition unless Washington agrees to adopt an “integrated strategy” for Syria including the removal of Syrian President Bashar al-Assad from power.

The U.S. had been using four unarmed Predator drones at the airbase for 3.5 years. One of the predators was downed in 2012, with the outlawed Kurdistan Workers’ Party (PKK) claiming responsibility, while another Predator that took off from İncirlik was downed by the Syrian Air Force in Syria in March.

The U.S. deployed three more Predators at İncirlik Airbase in April, bringing the total number to five, but none of them have yet been armed, according to military sources.

Military officials from Turkey and the U.S. have agreed in principle to deploy armed drones at the İncirlik Air Base, as part of the international coalition fighting against ISIL, but political consent of the Turkish government is still pending.

Ankara has long been urging the U.S. to establish safe havens and no-fly zones over Syria as part of negotiations on Turkey’s contribution for the anti-ISIL coalition, though Turkish officials have denied any ties between the use of İncirlik and a no-fly zone.

In a recent interview with daily Vatan on April 23, Foreign Minister Mevlüt Çavuşoğlu said cooperation between Turkey and the U.S. at İncirlik was proceeding based on a cabinet decree.

“Therefore, the use of armed/unarmed Predators for intelligence purposes and other activities is not new [but illegal in Syria]. Our cooperation on this issue will be further consolidated. But we have to know these operations will be carried out as part of a comprehensive strategy so that we can allow İncirlik to be used operationally,” he said.

İncirlik has already been hosting U.S. soldiers with several tasks such as operating Predators for intelligence purposes in Syria and Iraq.

The airbase has always played a key role in Turkish-U.S. relations due to its strategic location in the region and has been used by the U.S. in many regional events and operations. İncirlik stands roughly 400 kilometers away from Raqqa, ISIL’s de facto capital in Syria.

The agreement between the Parties to the North Atlantic Treaty Regarding the Status of Their Forces (SOFA) agreement constitutes a basis for the current anti-ISIL cooperation of Turkey and the U.S., according to diplomatic sources.

In 1954, Ankara and Washington signed an agreement concerning the implementation of the SOFA which not only set forth rights and responsibilities between the U.S. and Turkey but also permitted the U.S. to build and use NATO installations in Turkey.

Some 1,283 U.S. soldiers were on duty at İncirlik as of Sept. 30, 2013, according to the Department of Defense Base Structure Report 2014.

19.02.2015 PRESS TV: MEMORANDUM OF 'UNDERSTANDING' BETWEEN US & TURKEY

not worth the paper it is written on

The United States and Turkey have signed a deal to train and arm what the two sides are calling moderate militants in Syria.

"Turkey and the United States signed a document a short time ago on the train-and-equip (program)," Turkish Foreign Minister Mevlut Cavusoglu told reporters in the capital Ankara on Thursday.

Turkish Foreign Ministry Undersecretary Feridun Sinirlioglu and American Ambassador to Turkey John Bass signed the agreement in Ankara, a US embassy spokesman said

The so-called train-and-equip program is likely to begin next month.

The Pentagon has said it is planning to deploy hundreds of special forces to the Middle East to train “moderate” militants outside Syria as part of the fight against ISIL terrorists, who have captured large parts of territory in Syria and around one-third of the territory of Iraq.

Turkish Foreign Ministry spokesman Tanju Bilgic said on Tuesday that Ankara hopes the deal between Ankara and Washington will also strengthen the beleaguered insurgents fighting against the government of Syrian President Bashar al-Assad.

Last month, Pentagon spokesman Rear Admiral John Kirby told a news conference in Washington that the US military will deploy some 400 trainers in the region in the next four to six weeks, and also send a similar number of troops to help them carry out the mission.

He said that more than 5,400 militants fighting in Syria would receive training and arms in the first year of the program. In December, the US Congress approved $500 million for the Pentagon venture.

Syria has been gripped by deadly unrest since March 2011. The United States and its regional allies - especially Qatar, Saudi Arabia, and Turkey - are supporting the militants operating inside the country.

According to the United Nations, more than 200,000 people have been killed and millions displaced due to the turmoil that has gripped Syria for nearly four years.

Obviously neither the US or Turkish government have any legal standing in Syria and their Syrian terrorists have no legal standing to make any agreement with foreign governments.

27.02.2015 KP DAILY NEWS: EU WAITING TO SEE 'RESULTS' OF US & TURKEY 'TRAIN & EQUIP' SYRIAN TERRORISTS DEAL.

Turkey and the U.S. were on the same page on this issue, Çavuşoğlu said. More recently, as of Feb. 25, EU Minister Volkan Bozkır stated that the use of regionally strategic İncirlik Air Base as part of the international campaign against the extremist jihadists in Syria depends on the results yielded by the train-and-equip program

The European arm of NATO have not produced any legal grounds they rely on, to train Syrian terrorists to overthrow the Syrian government, because they cannot not send their own military to overthrow the Syrian government.

When NATO governments and their media barons mention the word 'terror', people need look no further than their own governments and 'armies'.
