Donna Bugat -v- State of Victoria (Case 352): My ‘without prejudice’ email for Victorian Ombudsman (& former IPCC Commissioner in UK) to fax to ECHR reversing global conversions to adoption that can be replaced by tailor made guardianships (13.12.2020)

... donna... the reasonable self defence of the peace and harmony of the rule of law, naturally exists for the benefit of everyone...

I am peacefully notifying the Victorian Ombudsman (& former IPCC Commissioner in UK, while I was in Parliament Square, Central London) to forward my ‘without prejudice’ email by fax to the ECHR to reverse global conversions to adoption, the court there, like any court in Victoria or Australia, has no legal grounds to contest.

The global conversions to adoption are clearly disproportionate because it is not vulnerable children who have to change in any way, but instead adults who can be enhanced guardians, which in civilised society might mean there are no longer any children in care homes either.

The Victorian Ombudsman will need to arrange with the relevant government agencies for me to have new documentation and British and Australian passports in my name of Donna Bugat at no cost to myself, and because it is also not my responsibility to run around organizing anything with government agencies.

It is possible for Ombudsmen to organise the administrative side of the reversal of conversions to adoption because adopted people should be able to make our choices without having to go to any court ourselves, in what is already onerous circumstances, because it is possible in a functioning state for public officials to immediately meet our needs, not those of officialdom etc.

A person should only need to notify… one public official who can then immediately make all the necessary administrative arrangements in the same way it is supposed to be possible to immediately get a court order at any time, including for relevant documents etc to be handed over.

I also reasonably expect the Victorian Ombudsman to immediately arrange a generous financial settlement for me in my case on behalf of the British Commonwealth, that I should not need to ask for, but can instead choose to agree to, so I can also live a safe and sustainable life in my own home in France.

I consider it is reasonable for the Victorian Ombudsman to have properly fulfilled my notification that is beyond all reasonable doubt, in the best interests of myself and many others health and wellbeing by 18th December 2020.

Children who are vulnerable should never be used as pawns by the accumulation of all biased prejudices of any other.

Everyone’s family matters.

Peace is always possible.

Kind Regards,

Donna Bugat
