Now which part of you, the Metropolitan Police returning our tents to Parliament Square so we can put them back on the grass did you and the Mayor of London not understand ?

Would it help the Mayor of London and the Commissioner of Police (and well the whole corrupt Parliament) out of a fix, if we left Parliament Square perhaps old bean?

As you can see from the list, I was unable to return the property today as planned. I have arranged for a larger vehicle which will be able to deliver all the property in one hit tomorrow.

Again we attended at 16:10 and left at 16:50 today and you still was not at your site.

I have e-mailed you in relation to returning this property, but you have not replied to any e-mails.

Subject: Items left unattended in Parliament Square


Dear Madam

I write with reference to various items deposited in Parliament Square which you have been using to conduct your protest and have been instructed that the Council’s enforcement officers have noticed that for a number of days these items have been left unattended by you or any other person.  The Police have expressed concern that these items, if left unattended, are capable of posing a security risk and the Council is concerned to ensure that it complies with its statutory duty as the authority responsible for the footway upon which the items have been placed.


I should therefore be grateful if you would now arrange to remove the items which have been left unattended in Parliament Square. In the event that these items have been abandoned, I should be grateful if you would confirm that this is the case and that the Council may make the necessary arrangements for their removal.


In the event that I do not hear from you by this Friday 15th February 2013 with confirmation that either:


(a)  you will arrange for the removal of the said items; or

(b)  the items have not been abandoned but

the Council will assume that the items have been abandoned and will take the necessary steps for their removal. Please note that the Council will also assume that the items have been abandoned in the event that you confirm that they have not been abandoned but continue to leave them unattended.


Should you respond to say that the items have not been abandoned, you will appreciate that an authorised officer of the City Council would be entitled to direct you to remove items caught by section 143 of the Police Reform and Social Responsibility Act 2011.

Subject: HQ12X03564: Who is the REAL 'CRIMINAL'?!

Dear Anghel Pufulete, et al

Further to your email sent to Mrs Barbara Tucker, on the 12th February 2013, which has been redirected to me, our response is as follows:

1/ We do not believe, unless you can provide evidence, that there are any such concerns over security.

Our evidence is that the police have attended the display (per emails attached):

a) twice on Wednesday 6th February 2013 (at 1335-1400hrs, and 1610-1650hrs)

and, in a further email said

b) they would be returning a week later on Wednesday 13th February 2013 at 1700hrs,
stating that they were/are aware it was "unattended".

Clearly the police have not raised, the old chestnut of, ANY concern about an alleged 'security risk'.

2/ The campaign is a continuing 24/7 campaign, where members have been attending, and checking, the campaign throughout.  Clearly, therefore, the campaign has not been left unattended/abandoned.

3/ As per alleged offence PRSRA 2011: no-one is currently sleeping at the campaign, as such it would be impossible for ANY items (tents, sleeping bags, etc.) to be 'Caught' by s143 PRSRA 2011.  Therefore, WCC need to clarify in writing to me, prior to Friday 15th February 2013, what/how you believe anything is caught by s143 PRSRA 2011.

I would like to point out that throughout the campaigns history; Westminster Council, Met Police and GLA have NEVER upheld their duties, especially those under The Health and Safety at Work, Etc. Act 1974, in relation to the campaign and its members.

What we would like is for everyone to 'attend' the high court, in HQ12X03564, to disclose and explain (!!!) how the police failed to remove Gallestegui's Peace Strike, particularly prior to February 7th 2012, if they did not recognise the court order made on the 22nd December 2011 (copy of orders attached).

As you will note from attached letter from Chief Inspector Steve Osborn, dated 5th February 2013, proceedings against our campaign have been "concluded" and the property, therefore, must be returned and the stay on HQ12X03564 lifted forthwith.

What the Commissioner (DC Gray inclusive) and the Mayor/GLA still need to answer is: Where is the property, including tents, blankets, etc., taken, September-October 2012, from the grass area? (Where there are/have been no proceedings against us).

So all can be returned to be put up on the grass area.

Westminster Council and the Commissioner/Police also need to explain where the two outstanding umbrellas, and any other unreturned items, are? (Given that all proceedings have concluded, per above).

I look forward to hearing from all parties before Friday 15th February 2013.
